How do I channel my GSD's prey drive without creating animal aggression?

my 15 month old female German Shepherd has incredible prey drive. I use the ball a lot but she really responds to a rag or something kind of fluffy looking. I can get her to do anything for these things but I don't want her to become fixated on my cats, rabbit, or any other small furry thing that crosses her path.
