Nightmare with Amex Travellers cheques?

I know, travellers cheques are old now but because of my cirstances that seemed like the best option. I have been working in the UK for three years and finally decided it was time to go back home to India. I wanted to take a vacation as well so decided to go to the USA to visit my brother and his family before returning to India. I dint want to keep any active bank accounts in the UK as I had no plans of coming back, so the only option I had was to either carry cash or Travellers cheques, I opted for TCs. Used my bank card to purchase TCs at a local post office, closed my bank account and was all set to leave. Unfortunately I lost my TCs and reported the same to Amex, I was asked a hundred questions and required to provide a thousand doents, which I did and was asked to wait for 10 days for a decision on refund. Thankfully I found my cheques, I had dropped them near the door and as the envelope had no name on it, my land lady had picked it up thinking it was some junk mail and tossed it somewhere in her house. It not until later when I mentioned it to her, she brought me the envelope and asked if that's what I was talking about. I called Amex back and told them that I've found the cheques, but they dit not unblock it instead asked me to send a hand written letter detailing the cirstances of how I found them to an address in Salt lake City. It been a more than a week and I've heard nothing from them, when ever I call them they say wait and we will get back to you. I am now sitting in the US doing nothing coz I have no money. Any suggestions....
