Why are people surprised that our world is falling apart when it's loaded with evil people?

Believe it or not, there are Christians who counter your argument with the claim that there is no such thing as evil. If a serial killer gets hold of you, nothing evil has occurred, you just happen to be in a place where there is a little less than the usual amount of "good". And the serial killer is not evil, just not quite as good as you and me.
