A few questions about Fantasy Baseball Plus Leagues?

In a Yahoo Fantasy Baseball Plus League, as the commissioner, if I sign up for the Plus Option for MYSELF($24.99, Individual sign-up) and not the league(League fee of $124.99), will I get all of the options, such as setting up divisions? I've also seen a lot of people have not been receiving their "first place prize" from last year. Perhaps this is because in order to receive the prize the whole league must upgrade to Plus.. the $124.99 option. As the commissioner I really like the idea of upgrading to a Plus league but if it's not worth it I'd rather not waste everyones money. I suppose I'm looking for a sort of review from managers who have already used the service. Thanks in Advance.
