How is reincarnation possible is your soul is in heaven?

what the-. ok so people told me that when you die, youre dead permanently. i got that. so then how can SOME peoples soul go to heaven, when others can reincarnate? it doesnt make any sense that somes souls rise to heaven and some reincarnate. whats the meaning in these questions, like someone explain the going to heaven/reincarnation topic to me.
